The Presidential Commission on Good Government, created in 1986, within days of the fall of the Marcos regime, with one job: locate the assets accumulated in office and recover them for the state. It is still working, which is the most useful single fact about it.

Its chair Jovito Salonga produced the estimate the course uses for the scale of the theft, and the money it has recovered has funded, among other things, the reparations paid to victims of the regime under the 2013 Human Rights Victims Reparation and Recognition Act.
