Credit record

A record in the banking sense rather than the screen-credit sense, although it is assembled from screen credits. It answers the questions a loan officer has to answer before money moves: does this person have a production history, does that history include being paid, were the people they hired paid, and is there any audience evidence attached to the result.

It appears in this course as the specific thing standing between a Philippine law and its effect. The 2022 creative industries act promises creative workers credit priority from government financial institutions. Nothing in the act supplies a way to verify anything about an applicant, and no lender can underwrite a promise it cannot check. The gap is not legal and it is not political. It is record-keeping, which is why the course treats it as a platform problem rather than a ministry problem.

The precedent for closing it at national scale is Korea’s mandatory integrated ticketing system, and at agency scale Screen Ireland’s self-registering crew database. Both are the same category of object: a shared record enough of an industry joins that it becomes the reference.
